There are a variety of reasonable alternatives to Wind Zero's proposed facility.  Imperial County is NOT short of is open desert land away from residential areas.  Perhaps it's time for Imperial County to establish its own facility (like San Diego, Riverside, San Bernardino and Orange counties) and take care of training its own people - on its own terms - without having to subject itself to the whims of a private corporation like Wind Zero.
